Somali parliament swears in new premier – AFP

MOGADISHU (AFP) — The Somali parliament on Saturday swore in a new prime minister, hoping to bolster the feeble government faced with a deadly insurgency in the capital and to restore stability across the shattered nation.

Nur Hassan Hussein, 69, took the oath of office after 211 of the present 212 lawmakers endorsed him in the provincial town of Baidoa where the parliament is based, about 250 kilometres (155 miles) northwest of Mogadishu.

“I promise that I will lead the country honestly and I will do everything that I can to stabilise Somalia,” Hussein told lawmakers.

“I ask the parliament to support me and correct me if I go wrong,” he vowed before the 275-member clan-based assembly.

United Nations chief Ban Ki-moon hailed as “an important step” the appointment of Hussein, who headed the Somali Red Crescent Society (SRCS) since 1991. He has also served as a top Somali police official and attorney general.

“The secretary general expresses the hope that the appointment of the new prime minister will increase the momentum among Somalis to unite their efforts and complete the implementation of the key tasks of the transitional federal charter,” Ban’s press office said in a statement.

“This will be an important step toward making reconciliation and reconstruction a reality.”
But rebels based in the Eritrean capital have refused to recognise the new prime minister and vowed to continue their insurgency.

Hussein’s appointment follows the naming Thursday of President Abdullahi Yusuf Ahmed as the veteran law enforcement and aid official to replace Ali Mohamed Gedi, forced to resign last month after a long-running power struggle with the president.

Hussein becomes the second premier in Yusuf’s three-year-old transitional government that is struggling to end years of violence and an Islamist-led insurgency ravaging the capital.
The Somali violence has resulted in a growing humanitarian crisis, with around one million people displaced in the country, of which 600,000 have been uprooted from Mogadishu since February.

Bloody clan conflict and power struggles that erupted after the 1991 ouster of dictator Mohamed Siad Barre have scuppered numerous initiatives to restore national stability.

Canadian oil chief in Somali region for exploration – AFP

NAIROBI (AFP) — A delegation from Canada’s Africa Oil Corporation is visiting the Somali semi-autonomous region of Puntland to brief leaders on its planned oil exploration activities for next year, a statement from the region said Friday.

AOC chief Rick Schmitt President and two drilling experts arrived in the region on Thursday and held talks with Puntland President Adde Muse and government officials.

The team also visited the prospective basins in the Nogal and Dharoor Valleys in northern Somalia where the company is expected to drill four exploratory wells early next year, the statement said.

Puntland rulers and AOC, formerly known as Canmex Minerals Corporation, in January signed a Production Sharing Agreement despite opposition from local Somali clans.

The firm will spend 50 million dollars (34 million euros) in exploration expenditures.
Several other companies including China’s CNOOC and China International Oil and Gas (CIOG) are reported to have signed agreements with Puntland, which was controlled by Abdullahi Yusuf Ahmed before he became Somali president in 2004.

The Horn of Africa nation, which has had no functioning central government since 1991, has attracted several foreign energy companies that are interested in prospecting for oil.

Before the country plunged into anarchy in 1991, when dictator Mohamed Siad Barre was ousted, geological exploration indicated that Somalia could have oil reserves given its proximity to the oil-rich Red Sea and Gulf of Aden.

A scramble for resources has fueled the complex Somali conflict that has defied numerous bids to restore a functional national administration.

Somalia Crisis Dubbed Worse Than Darfur – CBS News

The Skinny: Top U.N. Officials Call Current Bloodshed, Exacerbated By Piracy, Worst In Africa

It’s a dubious honor, but if the title of Africa’s most pressing humanitarian crisis belongs to any country, it might not be the one with all the bus stop advertising featuring movie stars striking poses of deep concern.

At this moment it may belong to Somalia, where 200,000 people recently displaced by violence are rapidly running out of food, the New York Times reports.

Top United Nations officials who specialize in Somalia said the country had higher malnutrition rates, more current bloodshed and fewer aid workers than Darfur, which is often publicized as the world’s most pressing humanitarian crisis.

It might not matter who’s in bigger trouble, except that Darfur has taken clear priority in terms of getting peacekeepers and aid money. In some cases, such as the African Union’s promise to send 8,000 troops to stop the anarchy in Somalia, promises couldn’t be fulfilled because the soldiers were deployed to Darfur.

Only 1,600 Ugandan troops of the promised 8,000 have showed up so far. Somalia’s problems are centered in Mogadishu, where relentless urban combat between an unpopular transitional government – installed partially with American help – and a determined Islamist insurgency have driven waves of people to more than 70 refugee camps. These people are hungry and sick, and only the hardiest of hardcore humanitarian agencies can get to them.

Unlike Darfur, where suffering is being eased by a billion-dollar aid operation and more than 10,000 aid workers, Somalia is mostly considered a no-go zone. Pirates lurking off the coast of the country have attacked more than 20 ships this year, including two carrying U.N. food.

The U.N. officials calling attention to the country’s plight said they weren’t diminishing the problems of Darfur, where over 200,000 people have died from violence and disease since 2003.

But they were clearly trying to launch their own PR campaign to vie for some of the same attention and aid dollars that are going to the Sudan.

It seems to have worked, at least this round. Their invitation to Times reporter Jeffrey Gettlemen, one of several journalists participating in recent organized trips to the country, got Somalia above the fold on today’s front page.

Netherlands Not So Dutch Anymore – AP

THE HAGUE, Netherlands (AP) – One was a Somali refugee, the other an Argentine investment banker. Both are now high-profile Dutch women challenging this country to rethink its national identity.

Princess Maxima, the Argentine-born wife of Crown Prince Willem Alexander, triggered a round of national soul-searching with a speech last month about what exactly it means to be Dutch in an age of mass migration.

“The Netherlands is too complex to sum up in one cliche,” she said. “A typical Dutch person doesn’t exist.”

Her comments have tapped into an unsettled feeling among many Dutch who fear traditional values have been eroded in a country roiled by a rise in Muslim extremism. It’s a view espoused by Somali-born Ayaan Hirsi Ali, who has turned her back on her Islamic roots.

Conservatives in this nation of 16 million say the long Dutch tradition of welcoming immigrants and putting little or no pressure on them to integrate undermines Western values.

“Unfortunately, the debate about Dutch identity is too often held at a very trite and trivial level – as if the discussion is between Brussels sprouts and wooden shoes on the one hand, and couscous and caftans on the other,” said Bart Jan Spruyt, founder of The Edmund Burke Foundation, a conservative think tank.

“What is really at stake, due to a frivolous immigration policies and decades of multicultural indifference, is the identity of the Dutch nation, Dutch history and culture as a part of the history of Western civilization.”

Han van der Horst, author of a popular book on Dutch culture and history, staunchly defends the nation’s live-and-let-live traditions. He points to an old Dutch saying that translates as “everybody is entitled to his own views,” but hastens to add: “It doesn’t mean you respect those views or share” them.

That attitude historically allowed rigidly separated groupings known as “pillars” to form in society, meaning people of different faiths or political persuasion had their own churches, schools, newspapers, television and radio broadcasters and labor unions.

The system began to unravel in the 1960s, but some observers see the rise of Islam as a new pillar in Dutch society – mosques are springing up around the country and Muslims have their own schools and Web sites.

Hirsi Ali, the former Somali refugee, is one of the success stories of Dutch immigration policy, but also one of its fiercest critics. She condemns the Dutch tradition of multiculturalism, saying tolerance for the intolerant has provided a dangerous breeding ground for Islamic radicalism.
Fear of such radicalism crystallized after the 2004 murder of filmmaker Theo van Gogh, Hirsi Ali’s collaborator on the controversial movie “Submission” – a fictional study of abused Muslim women with scenes of near-naked women with Quranic texts engraved on their flesh.

Van Gogh’s assailant shot the filmmaker and slit his throat on an Amsterdam street, leaving a letter pinned to his chest threatening the life of Hirsi Ali, who wrote the film’s screenplay.
Despite going into hiding with 24-hour police protection, Hirsi Ali continued to speak out.
“Our migration policy is a failure,” she told The Associated Press in an interview last year. “We used to pretend that we were a homogenous little country and that Holland is not a migration country. We have become a migration country like the United States.”

After she arrived in the Netherlands as an asylum seeker fleeing an arranged marriage, Hirsi Ali quickly mastered the Dutch language, found a job and then went to university to earn a degree, eventually becoming a lawmaker for the conservative Liberal Party.

She moved to the United States last year to take a job with a conservative think tank in Washington, but returned home this month after the Dutch government said it would not pay for round-the-clock protection in America.

Since the Van Gogh slaying, the conservative government has reversed course on multiculturalism, passing a raft of laws that emphasize integration over cultural tolerance – most notably forcing foreigners to take citizenship courses and learn Dutch.

It’s within that context that Princess Maxima’s speech created such a stir, especially because the Dutch monarchy is not usually political.

Dutch lawmakers from all sides of the political spectrum also have weighed in. Prime Minister Jan Peter Balkenende – one of three government ministers who approved the princess’ speech before she delivered it – supported her views. Right-wing, anti-Islam lawmaker Geert Wilders labeled it politically correct “tittle-tattle.”

Mohammed Sini, the chairman of Islam and Citizenship, a national moderate Muslim organization, said there is a tendency in the Netherlands to group all Muslims together, bracketing moderates along with extremists.

He expressed hope that the old Dutch spirit of live-and-let-live would prevail.
“The key is respect – that you respect one another’s values – that is a key Dutch trait and fortunately there are still many people here who carry on the Dutch culture in that way.”

French navy escorts Somali aid to deter pirates – AFP

MOGADISHU, Nov 19 (Reuters) – U.N. ships carrying aid to Somalia docked under French naval escort on Monday as part of a new strategy to deter pirates threatening food shipments to Somalis suffering from conflict and drought.

The shipments arrived against a background of spiralling violence in the Horn of Africa nation, where at least four people in a refugee settlement were killed when a landmine blast prompted government soldiers to open fire on Sunday.

Aid workers and witnesses in the port of Merka, 100 km (60 miles) south of the capital Mogadishu, said two ships chartered by the World Food Programme (WFP) were offloading food supplies with a French warship standing guard offshore.

“I can see two WFP ships offloading food that includes maize, beans, porridge and cooking oil. I can also see a huge warship somewhere off the coast,” said witness Yusuf Mohamed.
WFP said French frigate Commandant Ducuing escorted MV Rozen and MV Semlow and their combined 3,650 tonnes of aid. The Kenyan-owned ships have, in the last three years, been seized and repeatedly attacked by pirates while carrying WFP cargoes.

“This operation comes at a critical time for the Somali people who have been devastated by some of the worst conflict and drought seen in years,” WFP Executive Director Josette Sheeran said in a statement.

“Piracy has damaged our ability to reach Somalia’s most vulnerable people. We, like France, hope other nations will urgently step up and follow the French example.”
WFP said France’s operation was expected to last two months. U.N. officials say an estimated 1.2 million Somalis are affected by food shortages in the Horn of Africa country.
Piracy is rampant off the coast, one of the world’s most dangerous. Pirates have mounted at least 26 attacks on ships off Somalia, including 13 hijackings, this year alone. Of those attacked, three were ships carrying WFP food assistance.

REFUGEES KILLED

In Elasha, a refugee settlement 20 km (12 miles) south of Mogadishu, witnesses said government soldiers opened fire on Sunday in reaction to a blast and killed at least four people.
“A roadside bomb blast targeted a government battlewagon passing by the road to Mogadishu, wounding two soldiers, but the troops opened fire and killed four civilians instantly,” resident Bashir Abdulahi told Reuters by telephone on Monday.

Thousands of families have fled to Elasha during fighting between insurgents and government troops and their Ethiopian military allies.

Rights groups accuse Ethiopian and Somali troops and the insurgents of shooting indiscriminately at civilians, who are most often caught in reprisal attacks or military sweeps to flush out rebels hiding among the populace.

Thousands have been killed by mortar, rocket attacks and fire fights since Somalia’s Ethiopian-backed interim government toppled Islamist fighters over the New Year, sparking an insurgency that has forced hundreds of thousands to flee.

In a separate development, the managers of Mogadishu’s private radio stations vowed to suspend their broadcasts for 24 hours. The protest against a government crackdown on the media was due to start from 1200 GMT on Monday.
